Evaluating advertising sites: which location fits your campaign?

A poster on the right approach road can be more valuable for a branch opening than a prominent site across town. For a citywide brand campaign, the choice may be the reverse. Outdoor buying needs a reasoned assessment: which people can the site reach, under which viewing conditions and at what total cost?

A location needs a task

Outdoor advertising can put a brand where its customers' daily lives take place. This spatial proximity is a particular strength. Make use of it by assigning each site a role: building awareness in a catchment area, covering an important route or helping people find an offer.

Consider a fictional bicycle retailer opening a new branch. The campaign should tell people in neighbouring residential areas about test rides. Options include a city-centre poster, a billboard on an approach road and a station site. All may be useful; the key is the connection each creates between audience, creative and shop.

The first planning document is a map showing the branch, relevant neighbourhoods and actual approaches. River crossings, one-way streets and separate cycle routes may explain why a nearby panel is less suitable than a more distant one. Media-owner directories can support this shortlist: Ströer provides directories of its network media, for example.

What a site visit adds to a map

A map point describes position, not the view of the creative. Request a recent photograph from the relevant direction of travel. A close frontal photograph of the panel alone is rarely enough. Check the approach, side angles, trees, parked vehicles and competing surfaces in view.

A panel before the turning to the bicycle shop could help. If its face is mainly visible to traffic leaving the area, however, its role differs: it may build awareness but does not offer immediate directions to that entrance. This concerns its intended use, rather than its quality in general.

The campaign date matters too. A winter photograph may show a clear view that summer foliage restricts. Evening campaigns depend on confirmed illumination times. For bookings planned well ahead, check current roadworks and diversions before launch.

Interpret audience delivery correctly

Germany has an established basis for quantitative assessment: agma's ma Out of Home. It links observed out-of-home journeys with media locations, traffic volumes and site-specific parameters, going beyond vehicle counts alone.

An important metric is Plakatseher pro Stelle (PpS), approximately poster viewers per site. The ma 2025 Out of Home methodology factsheet describes it as a visibility-weighted passing contact. It represents opportunities for contact; planning tools calculate totals for the booked period. Offers must identify whether a figure concerns a day or the whole campaign.

Adding contacts across sites does not produce a count of different people. Someone may pass several locations on several days. Repetition may support a campaign objective; reaching as many different people as possible instead requires net-reach and overlap planning. Agma explains its contact and reach model.

For the bicycle retailer, a package along one commuting corridor and another across several neighbourhoods may serve different purposes. Have both assessed for the same area, audience and period. Contact figures alone cannot establish acceptance or incremental sales.

What is actually being offered?

An individual-site booking identifies a particular panel. Networks and contact-based offers may define delivery differently. Ask which locations are committed, which remain replaceable and whether the list reflects the intended booking period.

This distinction matters for directional creative. A message pointing people towards a local destination needs confirmed, suitable placement. A general opening message is more flexible. Compare offers fulfilling the same communication task.

Compare the whole scope too: design and adaptations, printing, media, posting, creative changes and delivery evidence. Inclusions vary. For example, the Ströer 2026 OOH Audience Based rate card includes print handling for one creative and surcharges for further versions. This is one provider's model rather than a general industry rule.

Cost per thousand contacts helps when numerator and denominator are compatible: cost ÷ reported contacts × 1,000. A media-only CPM cannot directly be compared with a price including production. Record the cost basis, contact definition, audience and period. A low CPM still says nothing by itself about audience fit for the shop.

Turn the shortlist into a booking decision

Give each site a short, verifiable rationale: “Covers approaches from western neighbourhoods; visibility before the turning checked; creative and dates confirmed.” This is more useful for marketing, purchasing and designers than an unexplained address list.

A plausible option for the shop combines a presence in relevant residential areas with a confirmed approach-road site. Add the city centre if citywide awareness is a separate objective. Performance data, availability and budget determine the final mix.

Approve creative, dates, production deadlines and posting evidence before launch. During the campaign, the shop records enquiries and test-ride bookings. Voluntary contact-source information can provide indications; attributing incremental sales conclusively would need further effectiveness measurement. See campaign planning for the workflow and measuring DOOH campaigns for digital metrics.
