Bus and rail advertising in 2026: reach starts with the route

German local public transport recorded around 11.3 billion passenger journeys in 2025. This is a substantial setting for advertising on and inside buses and rail vehicles, but it is not an advertising-reach figure. Planning depends on the routes vehicles cover, the audiences for exterior and interior formats and a clear definition of contacts.
11.3 billion passenger journeys need context
According to provisional Federal Statistical Office results, German local public transport recorded around 11.3 billion passengers in 2025. Buses accounted for about 5.3 billion, trams around 3.9 billion and local rail just under 2.8 billion. Overall local public-transport volume was broadly stable compared with 2024.
These figures show how embedded public transport is in daily life. They do not represent 11.3 billion different people or advertising contacts. Frequent travellers are counted repeatedly, and transfers are counted more than once in the mode-specific figures. The component figures cannot simply be added to produce additional total reach.
Destatis notes limitations in the provisional data. Automatic passenger counting is not yet universal. With the Deutschlandticket, regional and central sales channels complicate allocating usage. For advertisers, the figures indicate the importance of the mobility setting rather than documenting a booked vehicle network's delivery.
Transit media also reach people outside the vehicle
A wrapped tram or bus side can be seen by pedestrians, cyclists, drivers and people waiting. Its route becomes a moving series of contact points. This can suit brands with city or regional relevance: retailers, event organisers, employers, housing companies and visitor destinations can appear along everyday journeys.
Interior media have another task. Posters, window panels, hanging formats and passenger screens meet people already on board. This can allow a second layer of information, such as a benefit, date or memorable web address. Sharing a vehicle with an advert does not establish that a passenger examines it closely.
Stops and stations form a third layer. Waiting situations can connect vehicle exteriors, fixed posters and digital screens. A coherent campaign gives these roles: mobile presence on the vehicle, repetition at the stop and more detail inside.
What the transit trend study says about noticing
The FAW Trendanalyse Verkehrsmedien 2024 offers positive indications. Of 1,005 participants in the national online survey, 78% reported using public transport such as buses, rail or taxis. Among the 779 users, 84% said they were familiar with or noticed exterior transit advertising; the combined value for interior advertising was 90%. 77% recalled noticing advertising while waiting.
Across all respondents, 33% described transit advertising as informative and 30% as creative and enlivening the cityscape. This suggests a positive connection for a relevant share of respondents as well as familiarity with the formats.
Interpret the study carefully. The industry association commissioned it; fieldwork took place online in May 2024 with visual examples. The reported age groups run from 18 to 64. Familiarity, recalled noticing and stated purchase interest are distinct stages. They establish neither an observed contact with a particular campaign nor sales caused by it. The findings indicate favourable perceptions, rather than guaranteeing impact.
Outside, inside or at the transport hub?
| Format | Strength | Planning question |
|---|---|---|
| Exterior | Carries the brand through neighbourhoods and makes it visible outside the vehicle. | Which routes, depots and operating areas do the vehicles actually cover? |
| Interior | Uses time on board for a more detailed message and repeat encounters. | How many vehicles, positions and weeks are firmly booked? |
| Stop or station | Combines waiting, a fixed location and possible digital timeliness. | Does this hub fit the audience, time of day and catchment area? |
A full wrap offers strong visual presence but needs budget and lead time. Standardised side panels can often be deployed faster and combined with poster creative. Interior formats can explain specific offers, but should remain legible from typical seating or standing distances. The communication task should determine the choice.
Planning reach responsibly
Agma's ma 2025 Out of Home illustrates the work behind credible audience planning. Its mobility base includes 77,703 people aged 14 or over: 60,202 interviewed about journeys with map support and 17,501 measured by GPS over two weeks. These data are connected with traffic flows, sites and visibility parameters. A reported contact is a modelled opportunity, rather than simply someone passing.
The association's AdMotion provides planning across cities and transit formats, including buses, trams, light rail and underground trains. The association says it uses mobility data from 65,000 participants and vehicle and pedestrian frequencies across more than seven million road sections. Advertisers should still ask which data version, booking unit and period underpin the contacts in a proposal.
Passenger statistics describe usage. The trend study describes recalled noticing and attitudes. Planning models estimate contact opportunities for specific bookings. A suitable effectiveness study can then assess changes in awareness, searches, visits or demand.
Six questions for the campaign brief
- Which area needs coverage? Define districts, catchment areas or commuting corridors before selecting vehicles or routes.
- Who should see the message? Exterior surfaces address passengers and street audiences; interior formats primarily address those on board.
- Which vehicles operate where? Clarify guaranteed areas, route changes and distribution across the campaign.
- How long will the creative remain? Production and installation often favour longer periods; short-term offers need flexible formats.
- What should remain after a few seconds? A brand, one main message and a clear visual signal generally suit moving exterior encounters better than small arguments.
- How is delivery documented? Agree vehicle lists, installation or booking evidence, period, contact definitions and objective-related metrics.
The route becomes a brand environment
Transit advertising benefits from a widely used environment. The official 11.3 billion passenger-journey figure indicates the scale of local transport, while the trend study suggests high familiarity and positive descriptions among parts of its sample. The proposition is particularly convincing when movement, area and message fit.
Plan specific operating areas, separate exterior and interior contacts, request transparent audience data and design for the situation. Vehicle advertising research covers the broader strengths; vehicle advertising design and planning covers implementation, and measuring DOOH campaigns explores contacts and impact.
Sources and limits: Destatis published provisional 2025 figures on 8 April 2026, noting uncertainties around passenger counting and the Deutschlandticket. The May 2024 FAW online survey used prompted examples with 1,005 people and measures self-reports. Agma's ma 2025 Out of Home is a modelled audience-planning currency. AdMotion is a planning system described by the industry association. None alone establishes incremental sales from a particular transit campaign.
